Allena's got a great list of pointers you should review as you go hunting for writing gigs.
I agree with all except the one about preparing each proposal from scratch. While I want it to look like I took the time to do that, I don't want to actually spend too much time doing it. So my recommendation is to prepare templates you can EASILY customize and personalize.
