Robbie has hit on something really important here - and it's on one of my favorite topics: working smarter.
Creating a system for finding work involves not only the mechanics of how you do it, but when you do it. Once your system is working, it shouldn't take all your brain power to submit proposals. So, don't do it during your most "on" time during the day. Save that time for projects that demand your last drop of focus.
